Before any building in Orange County comes down, you will need a demolition permit from the city, and usually a few things lined up first. Requirements vary by city, so treat this as a checklist to confirm with your building department.

Where to get the permit

Demolition permits are issued by the building division of the city where the property is located, such as Anaheim, Irvine or Fullerton. Properties in unincorporated parts of Orange County go through the county instead.

What cities commonly ask for

  • Permit application and site plan showing the structures coming down
  • Utility disconnections: gas, electric, water and sewer shut off or capped, often with written releases from each utility
  • Asbestos survey and air district notice: South Coast AQMD rules generally require a survey and advance notification before a building is demolished
  • Lead paint precautions for older buildings
  • Construction and demolition recycling plan: many cities require you to show how debris will be recycled or diverted
  • Historic review for properties in historic districts, such as Old Towne Orange
  • Dust, erosion and traffic control during the work
  • Final inspection once the site is cleared

Tips to avoid delays

  1. Call the utilities first. Shutoffs and releases are often the slowest part.
  2. Book the asbestos survey early, especially for buildings built before the 1980s.
  3. Plan the debris and recycling side at the same time as the permit, so the containers and trucks are ready when demolition starts.
  4. Line up site prep so grading can start right after demolition.

Common questions

Do I need a permit to demolish a house in Orange County?

In almost every case, yes. Demolishing a building requires a permit from the city where the property sits, or from the county for unincorporated areas.

Who applies for the demolition permit?

Usually the property owner or the licensed contractor on the job. Your general contractor or demolition contractor can tell you who will pull it for your project.

How long does a demolition permit take?

It depends on the city and on whether surveys, utility releases or historic review are needed. Start the process early, because utility shutoffs and surveys often take longer than the permit itself.
